2pm to 3pm: the European Social Charter and the European Committee of Social Rights

Since 2014, FIAPA is entitled to lodge collective complaints to the European Committee of Social Rights in case of non-compliance with the European Social Charter.

The purpose of this conference is to present the content of the Charter, to explain the nature of collective complaints and the terms of legal remedies. Speakers will also address current issues regarding ageism-related collective complaints and expose means of action.

3pm to 4pm: Evolution of legal measures of protection and advanced directives in France

Since the Law of 5 March 2007 on legal protection of adults, professionals working on the field of gerontology have called for an evolution that would permit to single out protective measures and mitigate their induced effects in terms of deprivation of liberty. The law of 28 December 2015 on the adaptation of society to aging has strongly reaffirmed the concept of informed consent.

In 2018, an interministerial audit was entrusted to Mrs. Anne CARON DEGLISE, advocate general at the Court of Cassation in order to consider possible and desirable developments in legal measures of protection and advanced directives. Based on the results of numerous consultations and hearings, the audit proposals could lead to significant evolutions, closer to what already exists in many European countries such as Germany, or in Quebec.

This conference intends to discuss these highly topical subjects.

4pm to 5pm: International Gerontological emergencies

FIAPA has witnessed that during major crises such as pandemics, natural disasters or acts of war, the most vulnerable elders are particularly affected, too often ignored and suffer serious consequences such as state of shock, depression and social exclusion, reinforced by a lack of local gerontological care and post-traumatic stress management.

During this conference, stakeholders and actors on the ground will, through their testimonies, share for the first time their analysis of the crises and their management. The participation of all actors is more than ever essential for the effective and anticipatory development of international gerontological emergency programs and their implementation.
